We would like to spend up to $150 of Hive76 General Funds to buy gift cards for prizes in a logo redesign contest.  The contest would be open to anyone, and anyone could submit designs and ideas for a new Hive76 logo. At the end of the contest, the members would vote on the best 2 logos. The best would get $100 gift card to sparkfun or thinkgeek. The runner up would get $50 to sparkfun or thinkgeek.

Proposals are to be written up in two section,clearly labeled as 'Purpose' and 'Proposal Text'.
To encourage folks to pay membership *on time* and in full, we'd like to add a $5 fine for late membership payments.

Votes can happen any Wednesday when there are 'pending proposals' on the wiki proposal page.  Members who cannot
make a Wednesday meeting can vote yea/nea via an email to the Secretary up until the voting section of the meeting
startsA vote can happen only if at least 2/3 of members are present or have have voted by email (aka 2/3 quorum).
A vote needs to passed by 2/3 of the people who have voted.
'Core Members' can veto a proposal if they give a clear and specific reason.  They may be asked to put the reason into writing for the record.  A Core Members veto can be overridden by a vote of the Board, or if every member (except that single core member) voting for the proposal.

Purpose
